What sort of complications can arise from having plants on a personal boat during international travel?

Say, you had edible plants for personal use, on your boat, and you weren't bringing them into the country, would that still cause problems?

Could you bring harvested fruits/veggies at all?

If you know any sites about international rules for this sort of thing it'd be interesting for me. Thanks.
