Without any more infomartion, I would say :

People that have the qualifications to do the tasks your business requires, and enough of them.

Usually you want to cover a complete staff depending on your budget.  Ex: manager, accountant to manage your money (expanses, revenues etc..), marketing assistant (to help promote the business), customer service rep, and so forth.  If you have friends willing to help you as assistants who can handle multitasks, that will help you alot.
