piplup because it will evolve into empolean...u can smash torterra because piplup (empolean) can learn ice type moves

u can smash infernape (chimchar) because it has water moves

Chimchar is cool ^^ but it's your choice to choose which Pokemon you want.

I suggest choosing the one with the least weaknesses. But really, it depends on which one you would feel most confident with.

I'm just giving you the summary of all three.

Chimchar- bad start in first gym but all-around best later in the game; beats most gyms; very high attack

Turtwig- good for beginners; easy to work with in the game; also beats most gyms; trades speed for attack and defense

Piplup- DO NOT GET PIPLUP; stats aren't very good; does poorly in gyms

It depends on your preferences.  If you really like Fire types, then go with Chimchar since that's the only Fire type you can get besides Ponyta before you get to the Elite Four.  Chimchar is generally the most used out of all the starters, since the fully evolved form is very powerful.
