  1. HAWAII...  I can assure you it is HAWAII

    The only state in the union that has a location at or south of the Tropic of Cancer is Hawaii.. and July 1st is slightly after the summer solstice... so it would be slighly south of 23 degrees N.  Hawaii is at about 20 deg N.


  2. Yes, it is Hawaii and twice every summer, the sun can be directly overhead. The dates those occur on vary from island to island because they are at different latitudes.
