Its in the District of Columbia.  Originally the District was square, with about one third of it on the south side of the Potomac in Virginia, but this was later ceded back to Virginia by the Federal government.  The district today is entirely on what used to be part of Maryland.

It is not in any state, but more like in its own state. The United States capital is in D.C., or The District of Columbia

It is between Maryland and Virginia. But it seems like it is in Virginia when I drove there. It is it's own state. Lots of crime drugs not a safe place to be from what I remember. Most people that work there don't live there.

Well, it's not exactly a state. Washington, D.C. is in a territory called District of Columbia (that's why it's "D.C.") which is located between Maryland and Virginia. So, it is DEFINITELY not a state.
