  2. Neither WI or NH require car insurance. However, both require that you  "Financial Responsibility." This means that if you choose to drive without insurance that you still have to pay any damages that you are legally liable for. Just because they don't require insurance doesn't mean that at-fault uninsured drivers don't have to pay when they s***w up.

Vermont absolutely requires auto insurance.  That went into law in the late 70s.  NH does not require that you drive with insurance but you must have it or pay in full out of pocket for any at fault accident you have.  They don't tell you that part.  If you have an accident in NH without insurance, they will require that you have insurance for the next 3 yrs with an SR22 filing.
