  2. I think you need to direct these questions to the US Department of Veteran Affairs, the government organization that administers the GI Bill.

    I don't understand how all of the programs work, and what the qualifications are for this program, as opposed to that one,  but I do know that the starting point is a Veteran Affairs application called the VONAPP. I've linked to the direct page for VONAPP below.

    Given that qualifying veterans receive educational funds from the federal government, I'm not aware of any large-scale movement for state education agencies to waive tuition. That's not saying that there aren't such programs, but I'm not familiar with them. Again - your local VA office would be most aware of any special educational programs that discharged veterans can take advantage of.
