What state agency handles group home licensure for the mentally handicapped?

http://www.dmhmrsas.virginia.gov/ All the licensing information is located there (click the licensing link). The information given is very vague, and can be difficult to interpret. If you call them (dmhmrsas) they will advise you to attend the "helpful" new licensing information class. The meeting cost $50.00 and is held once a month. If you have worked in the field before this class is an utter waste of time, and does not go into any detail regarding the application process. If you have never worked in the field before the information presented should be helpful. As I stated before, the state will not assist you in any way with the application process. You may want to consider a group home consultant, if you need assistance with the application process.

The best thing to do is call your local social service office and they should have the information you need. They would let you know classes you needs to take etc....
