Whay steps should a school or district take to assure that all teachers receive training in the use of English Language Proficiency Standards?

Eight states, including Illinois, have formed a consortium (WIDA) which has promulgated English proficiency standards. These in turn have been reviewed by teachers. Here's a link to a presentation that outlines some of the components of this program.
