  1. The epidermis is usually transparent (epidermal cells lack chloroplasts) and coated on the outer side with a waxy cuticle that prevents water loss.

  2. Their stomata and guard cells in the leaves.

  3. Leaves have a waxy layer called cuticles or something. That prevents excess water from leaking out.. When there is too much water in the leaf, pressure is applied to the guard cells, and then the guard cells open up the stoma(which is a tiny opening). When water levels are low, the pressure causes for the guard cells to close the stoma allowing for little water to be wasted...

If you got anymore questions, just ask it at the general discussions in my site, ill get you an answer for sure!!!

  4. the stomata opening controlled by the guard cell is the main factor. the other feature such as waxy coating, hairy structure, thick cuticles(cacti), reduce leaf area(pine) is the structural modification of plant to reduce rate of transpiration. meanwhile other factor such as cast of large number of leaves(rubber tree) in high temperature is the physiological modification which involve complex hormonal alteration.
