Yes USEFUL IDIOT answered your query right on the nose.  FYI this is my wife's 2nd favorite Outlet Mall and well within driving distance of Metro DC as I-270 at least on weekends is not congested...maybe 1 1/2 hours or so from Northern VA.

Of course, her 1st and a favorite for many ladies is the Prime Outlet in Williamsburg VA which we revisited recently in early June at the beginning of summer and WHOA sales are so good thanks to the ladies that it was expanded and many more stores added...but still unless you take a vacation to Williamsburg, the Tidewater Hampton area, Virginia Beach or say Busch Gardens, I don't think the savings will offset the gas to drive out of of your way...
