Goodies, JC Penny, Sears, K-mart, Target.  But you'll still need some proof of identification.  If you can't provide a drivers license number then you should go into the store and apply in person but be sure to take some kind of government issued photo id with you.

If you apply for credit, they will require a driver's license number or social security or both.  

Also why apply online?  If you apply in the store they usually give you discounts.  

Also store credit cards usually have higher interest rates, so getting one isn't a wise business choice.
