It's a Goya, late 18th century.  I think that makes it Romantic, doesn't it?

You have no image.  A person REALLY has to know what you're talking about.  You don't even tell what country the King in the painting is.  I just happen to be an aficionada of all things Spanish, so I know what you're asking, but I doubt anyone else does, without at least a bit of reference, and I'm not even sure of my actual answer, so...
