If it was a dark blue..then that would be Hinata.

but if your talkin about a bright clear blue..that is Konan from the akatsuki..

*coffbitchcoff* Hinata has short hair in pre shuipuuden and really long hair after shipuuden, (Shipuuden is a time skip) and wears a headband around her neck and has bright blue eyes, just like mine LOL! I don't like her though.

Konan has no headband and wears a long cloak with clouds on it. She has a nice blue flower in her hair too.
