Tween is a word coined in recent years to describe people who are a little too old to call themselves children and too young to be teenagers, so they're referred to as "tween".  Some products are being sold to them because they aren't interested in the same toys as kids a year or two older, but they're not teenagers yet and don't have those interests yet, either.  Miley Cyrus is said to appeal to tweens.
