What the...is he forgetful or is he....?

So i've posted a couple questions on this guy already but i don't know what this means...

So he was collecting the forms we had to fill out and today if we forgot them we were supose to bring them in. I had already given him mine and we had a breif talk about something on it. Then like an hour later he was collecting more and asked me if I had given him mine. I said yes, and we moved on. But did he actualy forget? or was he trying to make convo because it was obvious he knew who I was and there was a whole discussion on it earlier. he's the type of guy who might do something like that, just to get me to talk to him, look up from what i'm doing.

i just thought it was odd.
