  1. It means that once you finish your J program, you must return to your home country for 2 years, before you can be considered for an immigrant visa to the US, or an H or L work visa. You can still come back to the US as a tourist or student, for example, but not to live and work here until you've completed the residency requirement. By the way, it isn't 2 years outside of the US, but 2 years back in your own country.
