What time does Trick-or-Treating start for ages 12-up in Ohio (Youngstown)?

I't started a little earlier last year and it wasn't dark till the end. and i want to go as a glow in the dark stick figure! if anyone knows the time that would be awesome thank.

Just pay attention the day before and see when it gets dark. and there problem solved.
