  1. Around 6:00 AM, it gets earlier every day.

    I'm talking about northeast America.

  2. Yahoo or Google search "nautical sunrise" and the name of your town or city (or closest to it) and it should give you an answer for the day or following day.   Since the earth has an atmosphere that is curved it refracts light in such a way that you actually see the sunlight before the actual sunrise.  If there was no atmosphere you would see a 12-15 minute lag in time for sunrise.  But this "nautical sunrise" allows for when you actually see light.  Actual sunrise would be the time the sun is over a specific plane and is used to help calculate time/place while at sea.  This is also true for nautical and actual sunsets.

  3. 3am, everywhere on the East Coast.

No exceptions, except on Sundays. Thats why its the beginning of the week.
