  1. depends on your latitude, and slightly on your longitude (how close you are to a time zone boundary), but that's pretty close to the autumnal equinox, so if you're in the northern hemisphere, it'll be just short of a 12 hour day.  of course we'll still be in DST (most places) so generally (figuring in about an hour of twilight, too) around 8pm.  but again, that could be +/- 30-40 minutes depending on where you are in the country.

  2. sunset is just before 1800 local standard time in the northern hemisphere, just after 1800 in the southern. it's only a week after the equinox. actual darkness depends on how you define it, as already mentioned, and your latitude (ditto).

In general, the sun sets just before 6 pm (7 pm daylight time) at the end of September and, because it is close to the date of the equinox, is one of the two times in the year when latitude doesn't make much difference. However, if you happen to be at the edge of your particular time zone, a difference of half an hour or more either way might be possible.

  4. This depends on your longitude and latitude, and also on your definition of "dark." There are three different definitions of twilight: civil (Sun 6° below horizon), nautical (Sun 12° below horizon), and astronomical (Sun 18° below horizon).
