It's actually already over in Beijing, but NBC is airing it from 7:30-10:00 PM EST.

Actually, the 10-11:30 PM slot looks like a recap ("Athletes celebrate -- and commemorate -- their Beijing experience ...")  I believe that the closing ceremonies will air at the latter part of the 7-10:30pm time slot.  NBC is unlikely to give the exact time to keep us watching what's likely to be a few anti-climactic final events.
