  2. The first place where the Sun rose in this millennium, local time, was on the  International Date Line, all of which is in the Pacific Ocean. Even though the line makes some zigzags to the east, the place on the line where the Sun rose first is far south, near the Antarctic Circle, where the line is intersected by the terminator (day/night line). Here, the Sun dips just below the horizon and then rises again almost immediately at midnight local time. The longitude is 180° E exactly, and we take the local time to be 12 hours ahead of UT. The southern limit to the terminator was at latitude 66° 3' S on January 1, 2000 and 66° 7' S on January 1, 2001. Both of these locations are in the extreme southern part of the Pacific Ocean with no land nearby

It depends on where you are, and the day.  Despite what another answerer has stated, latitude alone will not determine the time.  You need to know the longitude as well,  because the farther west you are within any specific time zone, the later it will rise.  If you can provide your latitude, longitude, time zone, and whether or not you observe daylight savings on the specific day you wish to know, an answer would then be possible.

Even in the same time zone, given flat ground, same altitude, people in the eastern part of time zone see the sun before people in the western side. Earliest sunrise at summer solstice and latest at winter solstice.

    Morning twilight is when the sunlight breaks the sky but the sun itself has not. Beginning of dawn, end of morning twilight when the top edge of sun breaks horizon. Sunrise when midpoint of sun disk breaks horizon, end of dawn when disk has cleared horizon.
