So you could say 15 minutes to two, which is 45 minutes past one (which you wouldn't say), and that is either 1:45 if it's am (ante meridium = before noon), or 13:45 if it's pm (post meridium = after noon; still written as 1:45, as the "pm" indicates the second half of the day).
