They have the same time as eastern standard time....(New York, Miami). Peru does not have daylight savings time so they are one hour earlier at the moment until the US changes there clocks back.

There are no time-zones that cross over Peru, so it is the same time all over Peru. The "official" time is determined by the Peruvian Navy. I'm enclosing a link to the navy's web page. on the top right hand you'll see a time labeled "HORA OFICIAL". That is the time in Huamachuco.
