  1. This site states that meteoric activity will peak on the 12th.

  2. According to Astronomy magazine, the meteor shower is August 12th-13th but can be best viewed August 12th at 1:00A.M.+ because the moon will have set.

  3. According to what I found, it has been going on since July 16, but the best time for viewing seems to be the early morning of August 12, from 2 AM to dawn.  I think that the 1 AM mentined in the previous answer is probably eastern time.  The NASA site said their times were local time.  Anyway, it is to be most visible after the full moon sets, and until dawn.

"The time to look is during the dark hours before dawn on Tuesday, August 12th," says Bill Cooke of NASA's Meteoroid Environment Office at the Marshall Space Flight Center. "There should be plenty of meteors--perhaps one or two every minute."
