What time of day is the post office least crowded?

from my own experiences try 12:30pm to 3:00pm.  You could try also 10:00am-11:30am but a safe as early afternoon.

Between 1 and 2 p.m. when everyone is at work.

As soon as they open the doors. The early bird gets it.

It will be all of the times that people don't say. The times people do say are the slowest are the times everyone will start going because they'll think that's when it will be the slowest. It's a conundrum.
