What to do about annoying neighbors?

I have recently moved into a 4 unit residential building. So far the only bad things that consist of living here are the loud traffic outside, and the people that live downstairs.

They are obnoxious. We are supposed to park one car per dwelling including visitors, but they always have like 4 or 5 cars parked. That isn't my major problem however...

They play music really loud all the time. It's so loud, I can feel the beats on the floor. I called my landlord, and he told me to go out and buy area rugs to buffer the sound. He also said that they are really nice, and he doesn't think it seems like them. Apparently they are really nice. (My landlord kinda sucks) I had went downstairs the one day after they woke me up. They apologized, blamed it on the kids, and that was it. Things seems to calm down slightly, but a couple days later it got a lot worse.

It was about 9:30pm I was sleeping before I had to work as I usually do because of working third shift. I was yet again had a rude awakening, so I was pretty angry. I asked my sister how long it was going on, she said about an hour. So I called the police. They came down almost an hour after that and they were still playing it. That's two hours of thudding and thumping coming up through the floor.

In conclusion, after speaking to them. Calling the police, and asking my worthless landlord. What sort of legal things can I do to make them stop? I am actually pretty fed up.

Where I live it's still the county, so city laws do not apply. I also live in the state of Pennslyvania. Legal ways please, I can't stress that enough.

  3. Speak to the landlord about them or call the cops when they have their music up loud and see if anything can be done.

  4. You are lucky you only have that to deal with. I live in a 24-plex with people across the hall letting their little brats run through the halls screaming and yelling, the people above us stomping around until 2 am every single night, I never have a place to park because the people who have garages choose to park in the parking lot (my space) and the entire building is filled with cigarette smoke (this is a smoke-free building). We have called our resident manager many, many times and they don't answer the phone and don't respond to any messages left. BLAH!

I had a problem like that, I asked the neighbor over while her music was playing.  She didn't like it either.  It stopped.  If you need a legal solution, call the county sheriffs department.  If they can't help, try the State Attorney General.  You might also talk to an attorney about suing the landlord.  There is a law somewhere that entitles you to live in peace, I believe it is in the constitution of the United States.  Also you might start looking around for a new place to move to.
