What to do about cut on bottom of foot?

I have a cut on the bottom of my foot and when i ran today for cross country, it began to bleed. I have had it wrapped up with a soft pad and tape but it still bleeds and hurts. What should i do? Quick tips?

put a cotton pad on it and wrap it tightly in duct tape.

if it's big get it stitched

use neosporin and give it a day to dry out, with no socks or shoes or bandages on it.
