What to do about numbness and tingling in your legs?

My sister is 29 and she is complaining of having a very annoying tingling sensation in only her right leg and she also said it feels very numb and when we touch it, she says that she cannot feel it. What to do? Could this be a serious problem? Should we go to the ER?

Is it possible that she has a blood clot in her leg and it is pressing against her nerves, causing the numbness, and pressing against her blood vessels, causing the tingling sensation?
