What to do at a sweet 16 on a boat? should i have a theme maybe?

im having a sweet 16 in august and theres a river by where i live where there are these little day/dinner cruises you can take. i was gonna rent out one of the floors on the boat and have my sweet 16 there. i want it to be a dressy party. we would be eating dinner on the boat. what else can we do? would it be cool to have a theme? what would the theme be if i had one?

(i cant go all out because my parents dont want to spend too much money. no super sweet 16s or anything.)

What about a Hawaiian theme and if the lake is deep my sister did wine diving but it probably wont be deep enough.

How about a murder mystery? The murder could take place, there could be clues, and everyone could try to solve the mystery.

How about a titanic semi-formal or formal dress thing... you could play music while you eat but then have a super fun dance party with regular party stuff after that
