What to do if networks deny local channel waiver with Directv?

I just moved to Earlysville, VA and we live 60 feet down from the main road surrounded by trees. Comcast doesn't provide service here and Dish Network could not get a signal here, so I was left with Directv. I get no local stations, and applied for a local channel waiver to receive the national feeds. From what I read, they typically deny these waivers around here, so what are my options about getting these waivers accepted?

  1. Make a personal visit to each of the local stations and bring your waiver papers.  Ask to speak to the General Manager and / or the Director of Engineering.  It's very difficult for them to ignore or deny you when you are sitting across the table from them.  Be nice and charming, but explain your position.
