What to do in pokemon silver?

Question

I've heard that by grooming and cutting the hair on your eevee it'll evolve into certain pokemon. I found the place to cut his hair in goldenrod but I can't find where to go to find the place to groom him. where is it?

Also, I finished the game and am playing the game after the credits after beating the elite four twice with one pokemon each time, but I can't figure out what to do after I save the power plant in kanto. what do i do? thanks in advance (lol I'm playing it on game boy advance) for any help!

to groom, you go to Pallet Town and talk to Gary's (Blue's) sister.  I don't remember if it has to be a certain though.

and after you save the Power Plant, you can now use the Magnet Train (if you have a ticket of course).
