Lot, or real property/deeds, titles are normally recorded with the state, or county.  This insures a permanent record of ownership.  If a title is transferred and it is not recorded, then the authenticity of the transfer can be questioned, especially if the instruments of the transfer are lost.

    My suggestion is to determine whether the "lot titles" have been properly recorded.  If so then the loss of the files has less relevance.  If the titles have not been recorded, then a paper trail will still exist in the form of financial records, in particular canceled checks.  There might be other resources such as agency databases on properties and tiles, even a list of the missing files.

    If LRA means the Louisiana Recovery Authority, then substitute parish for county.
