What to do when landlord refuses to turn on air cond?

The landlord I'm living with refuses to turn on the air conditioning when the contract states that air conditioning is included and all utilities are included. When I requested that the air conditioning be turned on, she ask me if I want to pay more rent, and just told me to open the windows. This is certainly a breach of contract on her part. What are my options?

You could take her to court, but I can guarantee that your rent will go up as soon as it is legal to do so.
