  1. I'd say Newcastle (in North-East England) is just what you're looking for.

    1) It's a very small city. The city centre is tiny and everything is within easy walking distance.

    2) It's right on the doorstep of Northumberland, which is the most rural (least populated) part of England. There are lots of buses and some commuter trains which will take you right into rural Northumberland. Or just hire a bicycle (or car if you can drive) and explore it at your leisure.

    3) There is a metro system which links Newcastle to its suburbs, and to the coastal towns of Whitley Bay, Tynemouth, and South Shields. There's also a very wide selection of buses that will take you all over North East England.

    4) Newcastle is a very friendly place, but isn't very touristy.

If you like cities, but find London too big and confusing, I think you'll like Newcastle.
