  1. Not sure about ex pats.  But Monthault on the Brittany/Normandy border has a lot of cow pats.

  4. The biggest areas in France for expats are Paris and the south. Some small southern villages have 20%, 30% mainly British expats. They now have their own stores, pubs, etc.

    Because of it's proximity to the U.K. there are a lot of British expats in Normandie and Brittany.

    Concentrations of expats in France can be found where there are non-stop flight to the U.K., especially on low cost companies.

    Paris has a large expat community but they tend to be spread out with many in the clichied areas of St. Germain and the rest of the Left Bank. Sarkozy was the mayor of Neuilly, which is a big magnet for English speakers, including some schools and an American hospital (the british one not far). St-Germain-en-Laye actually has a lot too and English can be heard in the street.

    Contrary to popular belief, there actually are not a lot of Germans in Alsace. Their qualifications aren't often recognized and there is no major German city nearby that they could communte to. Right over the border is mostly countryside. Alsace is constantly flooded with German tourists and many of the residents speak German and/or Alsatian so they may be mistaken for expats when they are actually very local.

    Strasbourg has a large international community thanks to the Council of Europe, the European Parliment and the universities. But those expats are from all over, not just English speaking countries.

    Flight connections between the U.K. and northeastern France aren't the best and that area remains generally expat-free.
