As soon as people arrive ask them for their keys to the car, it may sound a little tough but it they drive home drunk and maybe get into an accident, you will be also responsible for this as well.

After the party if "YOU" don't think that they should drive then don't, call them a taxi.

The only real way to be safe is to limit alcohol.  You are legally responsible for everything that happens to your guests when you allow alcohol.  How badly do you want alcohol at that party?  Is it worth jail time and losing your home?

Everyone must hand you their keys.  At the end of the night, confirm who is driving and their sobriety.  Have some spare pillows, blankets ready, number for a cab, etc.

Explain at the beginning of the party your intentions.  Those who disagree must leave.

have a couple of sane designated drivers who get free non alchoholic drinks and snacks.  if there's a covercharge they are free, but cannot have any alchohol.  everyone else MUST deposit keys on entry.  after the party, the DD's take people home.  part of the covercharge covers their gas.
