  1. A sensible answer:  I believe it is Turkey and Serbia.  Both have human rights problems, so they are still going through the accession process, I'm not sure it will be completed by 2008.  They are simply becoming candidates for accession in January, which gives them a few more rights to deal with other EU member states.

    Carry out a search for <European Accession 2008> for updated details, and also the EU portal news pages.
