The answer is, because talc is one of the softest minerals and breaks into soft powder very easily.

You should look for a baby powder that doesn't contain talc.  Talc is not safe for babies.  It can interfere with breathing because you shake it on it also is breathed in by your baby.  Safe baby powders without talc don't do this.
