  1. If you are a US citizen yourself:

    You will need to propose marriage to her, and then get an I-130 petition started.  You will also need to get an I-129F petition started, Once the I-129F is approved, she can enter the US, and you can marry her.  Once the I-130 is approved, she needs to file an adjustment of Status (I-485) to get a permanent resident card.
