What type of Visa will allow you into Australia?

I have a brother overseas, and he wants to come and live in Australia, but I'm not a perm resident yet, so I can't sponsor him, does anyone know what visa will allow him into the country.

He is not on the skills shortage list, and doesn't have enough money to study for the two years required.

australia needs to revise its immigration system we let nearly anyone come live here but the country these ppl come from wont let us live there. it sucks coz most of these ppl end up on the dole and we pay more tax to support them. tourist visa is all he will get which means working wont be that easy for him as most ppl want full residents.

He can try a bridging (caretaker) visa but there are so many ifs that sometimes lead to an inability to become a permanent resident or citizen.
