  1. Narcs are pain meds in the "Controlled Substances" class.

    They have to be both. Some controlleds aren't narcs, and some pain meds aren't controlled substances (ibuprofen).

    Hydrochlorothiazide, warfarin, amoxicillin... none of those are narcs.

    Ibuprofen, acetaminophen, naproxen... those are pain meds that are non-narcotic.

    Narcs are prescription only.

    there are some herbs that are narcotic, yet not recognized in the mainstream medical field - Nutmeg, Cannabias, some essential oils.

Technically speaking, narcotics are opioids... alkaloids extracted from the opium poppy as well as their synthetic derivatives.  They alter the perception of pain and are generally central nervous system depressants.  So, non-narcotic drugs, in this sense, would be anything that are not opioids.  

    In legal terminology (what people from DEA, your local police, etc), narcotic is usually taken to mean any illegal and/or "dangerous" drug.  This is why drugs such as cocaine, cannabis, and LSD are frequently referred to as narcotics even though they are, especially in the case of LSD, quite opposite in their effects.  Thus, when these sorts of people are referring to non-narcotics, they are talking about a legal and generally "safe" drug.  

    Generally, people who know what they're talking about (ie, doctors and other medical professionals) don't use the term narcotic, whereas people who are involved in legal issues do.  

    Some medications are listed as non-narcotic analgesics.  These would be your NSAIDs (ibuprofen, aspirin, etc), acetaminophen (tylenol), and so on.
