  1. What you're asking about is the West Indian manatee -- often mistakenly called the Florida manatee.  This manatee is related to the West African manatee and the Amazonian manatee (neither of these frequent the coastal waters of Florida).

    They are protected under federal law by the Marine Mammal Protection Act of 1972 (MMPA) and the Endangered Species Act (ESA).  The U.S. Fish and Wildlife Service is responsible for enforcing the ESA.

    The manatee population seems to be improving, but numbers are very difficult and hard to analyze.
