What type of motorcycle can give you the most mileage per gallon?

is it 200 cc? if not, which one is it?

First, you have to consider two things:

The smaller the cc, the more mileage you can get from it, but this also implies  that you have to fill the tank more often, and that you have less power (which might not be good if you are giving someone a ride constantly, but if you tend to ride alone, then small cc is no big deal)

Also, the lighter the bike, the more mileage you can get from it. A 200cc mini chopper will use more gas than a 200cc dirtbike due to the weight of the framework built around the engine, so that is also something to take into account.

So there you have it:  The smallest cc and the lightest material will get you the maximum mileage. (Like Yamaha's YBR 125cc...you fill the tank and you can ride it around for eons!)
