What type of outdoor plants are best to plant this time of year?

I'd like to do some planting and would like to know what's best to plant this time of year. I'd like to plant something that stays green all year as well as something that blooms annually. I'd like it to be low maintenance and grow well in an area that gets some sun and shade. I'll be planting these along a walkway - all suggestions are welcome and I thank you for your time.

It would Be helpful to know what zone you live in?  Heather stays green year round in the North, and blooms sometimes in the winter or early spring.  It spreads too, so I think it might make a nice border.  It  is low maintenance also.
