What type of permit do I need to be outside filming a category 5 hurricane in Manatee county?

I'm 16 and I like to stud weather. I want to tape hurricanes on my camcorder this year. What type of permit do I need to do this, how much would it cost, and where do I buy it? I already know that if a cop sees me he'l suspect me of looting which is why I'm going to register my camcorder online before going out.
