  1. get a canister filter

    4 fancys need 50 gallons

    4 commons/comets need 80 gallons

    they grow over a foot

  2. Ignore whoever said the Emperor 400, that filter is way too powerful for a 30 gallon tank.

But the Emperor 280 Bio-wheel is what I use for my 30 gallon community tank.  It is an excellent filter, and would work great for you if you were to use it for your gold fish.

  3. emporer 400, or ac 110

  4. There is no best or better or perfect.  It is a matter of your personal preference and your tank.  As long as your filter will turn the volume of your tank a minimum of 10 times per hour any filter will work just fine.

Personally a regular whisper or tetra hang on filter will be good for your fish
