What type of primer and paint do you use over a laminate covered particle board armoire?

I received this beautifully shaped TV armiore, but I want to paint it gold, then completely black. After it is all black, I want to sand (very lightly) the edges to have some gold show through. I would like to use a fleur de lis stamp on the two doors in gold paint, so that the left and right door that hide the TV have the stamp on them. There is a small embellishment already at the very top in a scroll design that is glued on, so once the whole thing is black, I want to lightly touch that with gold paint too to show up. I just don't know what type of primer to use over laminate and then do I use latex or the awful oil based paint? Is sanding even beneficial over laminate?

You have to sand it so the primer will stick.I would use BIN latex primer.Then you can use any latex paint over it.I have used BIN many times with success.
