If you mean the official relationship between the City of New Orleans and the State of Louisiana, NOLA operates under a "Home Rule Charter" that gives it more autonomy than most other "sub-units" of Louisiana government. NOLA is occasionally called the "Free State of New Orleans" because of its semi-independence.

    If you mean politically, Louisiana's Governor is now an honest, competent Republican, and New Orleans' Mayor is a corrupt, incompetent Democrat.  They don't get along.

    if you mean personally, they are civil to each other in public.
