What type of tile should I use outside.

I am tiling my stairs out side I also want to know if I need to use thin set or mortor

You will want to use a flexible mortar.  Home Depot carries a brand Flexbond.  That works very well outside.  When you grout, use an acrylic latex instead of water to hold up to the weather.  As for type of tile, make sure it's non-skid.  Stairs can be dangerous if they get wet or snow covered.  If the substrate for the tile is not concrete, you will want to use cement backer board before you install the tile.  Good luck.
